On August 22, 2025, California’s Department of Resources Recycling and Recovery (CalRecycle) formally initiated the rulemaking process for the Permanent Regulations of Senate Bill 54 – the Plastic Pollution Prevention and Packaging Producer Responsibility Act. This legislation establishes an extended producer responsibility (EPR) framework that shifts the burden of plastic pollution from consumers to producers—namely, the companies that manufacture or package products in single-use packaging or single-use plastic food service ware.
