Philippines Proposes Mandatory Recycling Labels on Packaging
On May 18, 2026, a bill was introduced to the Philippine House of Representatives to create a mandatory recycling labeling system for consumer products. The proposed legislation, House Bill No. 9281, also known as the Philippine Recycling Labeling Act of 2026, aims to standardize packaging information to improve waste segregation and support the country’s recycling infrastructure. As a draft bill, it is currently under deliberation in the House committee and does not yet have an effective date.

Philippines Sets Heavy Fines for Violations of Extended Producer Responsibility (EPR) Act
In April of 2026, the Pollution Adjudication Board (PAB) of the Department of Environment and Natural Resources (DENR) in the Philippines approved two key resolutions establishing strict guidelines and substantial fines for businesses failing to comply with the Extended Producer Responsibility (EPR) Act of 2022 (RA 11898). PAB Resolutions No. 01 and No. 02, Series of 2025, detail the penalties for non-registration and other violations related to EPR programs.
