Taiwan Enforces Groundwater Injection Ban for Two PFAS Substances

On February 23, 2026, Taiwan's Ministry of Environment (MOENV) officially adopted amendments to the appendix of Types and Limits of Health-Hazardous Substances Prohibited from Injection into Groundwater Bodies (the Regulation). The finalized amendments, which are identical to the draft released in November 2025, took effect immediately upon release.1

The amendments add two perfluoroalkyl substances (PFAS) to the Regulation's appendix, which lists substances prohibited from injection into groundwater, in line with international concern over their environmental persistence and health hazards. Following this inclusion, these substances must remain undetectable in groundwater, as determined using MOENV's standard testing methods.
