On December 27, 2024, Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) released a draft amendment to the Ordinance Defining the Criteria for Food-related Businesses to Make Decisions Regarding the Promotion of Recycling and Utilization of Food Resources. These changes introduce new requirements specifically targeting food manufacturers and retailers, aiming to minimize food waste and optimize resource use. The revised provisions will take effect after the official announcement.
Key Updates
This amendment primarily revises Article 3, which outlines the responsibilities of food-related businesses to reduce food waste and other related waste. The key revisions are as follows:
1. Encouraging food donations
Manufacturers are encouraged to donate unused but edible food to those in need, such as individuals impacted by poverty or disasters, to convert potential waste into a meaningful resource.
2. Waste monitoring and analysis
Enterprises are required to regularly monitor and measure food waste volumes, categorized by source (e.g., leftovers, processing waste). This data should be used to track trends and guide strategies for waste reduction.
3. Specific guidelines for manufacturers
Improved expiration labeling: Use clearer labeling, such as displaying dates in "year-month" format, to reduce confusion and prevent unnecessary disposal of food.
Extending shelf life: Adjust production processes to extend the time between manufacturing and expiration, depending on the food's characteristics.
In addition, this revision retains existing obligations, such as optimizing raw material use, improving storage and distribution processes, and reducing surplus during sales and food preparation. Retailers are also encouraged to relax delivery deadlines and collaborate with suppliers to streamline waste reduction efforts.
