Philippines Advances EPR Implementation with Draft Guidelines on Fiscal Incentives

The Philippines’ Department of Finance (DOF) and Environmental Management Bureau (EMB) have conducted a nationwide consultation on draft guidelines for fiscal incentives under the Extended Producer Responsibility (EPR) Act of 2022. The proposed framework requires a Certificate of Eligibility from the National Ecology Center for obliged enterprises to avail of tax benefits, including the deductibility of EPR-related expenses.

On October 3, 2025, the Philippines' Environmental Management Bureau (EMB), through its National Ecology Center (NEC), in partnership with the Department of Finance (DOF), held a nationwide stakeholder consultation on the Draft Joint Administrative Order (JAO). This draft order outlines the implementing guidelines for the certification and availment of fiscal incentives under Republic Act No. 11898, also known as the Extended Producer Responsibility (EPR) Act of 2022. The event was the culmination of a series of regional consultations and aimed to finalize a collaborative and inclusive EPR framework.
