On January 20, 2026, Singapore’s National Environment Agency (NEA) issued a circular regarding the implementation of the Beverage Container Return Scheme (BCRS) Producer Transition Grant. To support industry stakeholders in adapting to new recycling mandates, the NEA introduced a grant providing up to SGD 2,500 per registered producer. This initiative aims to alleviate the financial and logistical impacts of the transition, particularly for importers and smaller producers, with the grant validity extending until September 30, 2027.
The grant is available to all registered producers under the BCRS, ensuring a smoother transition for producers facing distinct logistical challenges in product processing and importation. The NEA has streamlined the process by making eligibility automatic; producers do not need to submit an application to qualify. The funding covers three specific compliance cost categories:
Product registration fees
Producer fees
Cost of scheme stickers
The administration of the grant differs based on the expense category:
Automatic Offset: For product registration and producer fees, BCRS Ltd. will automatically apply the grant at the point of billing. Producers will only be invoiced for any balance remaining after the grant has been utilized.
Reimbursement for Stickers: For costs related to scheme stickers, producers must actively seek reimbursement. Claims should be submitted via email to BCRS Ltd., with the first round of payments scheduled for processing by March 2026.
