Indonesia to Mandate Producer Responsibility for Plastic Packaging Waste

Indonesia is moving toward a stricter waste management regime by making producers accountable for the plastic waste generated from their product packaging, according to Environment Minister Hanif Faisol Nurofiq.

Speaking at the World Environment Day summit in Bali on June 5, 2025, Nurofiq said that the Ministry of Environment will soon require producers to take responsibility for managing waste generated from their product packaging, as part of national efforts to reduce plastic waste in Indonesia.” 1

"In developed countries, this is already mandatory. Here, we’re still doing it voluntarily. We want to raise the status to mandatory," he explained.

This step is considered necessary as Indonesia generated 33.98 million tons of waste in 2024, with plastic accounting for 19.71%—the second-largest component after food waste. Despite a national target set under Presidential Regulation No. 97/2017 concerning National Policy and Strategy for the Management of Household Waste and Similar Waste—aiming for 30% waste reduction and 70% waste management by 2025—progress has lagged, with only 39.01% of the management goal achieved so far this year.

At a prior press conference marking the International Day for Biological Diversity on May 22, 2025, Nurofiq outlined potential legislative paths. The government is considering a framework similar to other countries where producers are required to either collect such waste or finance its proper handling. 2

To support the transition, the Ministry is revising its Roadmap for Waste Reduction by Producers, citing low compliance under the existing system.

The new regulatory approach is expected to be finalized as part of an updated national strategic policy on waste management, which the Ministry aims to release by August 2025.
