During a discussion held on December 23, 2025, at the Antara Heritage Center in Jakarta, the Indonesian Ministry of Environment confirmed that the draft regulation is progressing toward finalization.
Currently, producer obligations related to waste reduction are governed by Minister of Environment and Forestry Regulation No. 75 of 2019 on the Waste Reduction Roadmap. However, the new Presidential Regulation is intended to consolidate and reinforce these requirements while introducing additional compliance mechanisms, particularly in relation to packaging waste.
According to Agus Rusli, Director of Waste Reduction and Circular Economy Development at the Ministry of Environment (KLH), the technical components of the draft regulation have already been completed. Key enhancements under the new framework include:
Producer Responsibility Organizations (PROs): The regulation regulates the establishment of PROs in supporting EPR implementation.
Clearer public and private sector roles: The draft sets out the respective roles of government authorities and the private sector.
At present, the draft regulation has been submitted to the State Secretariat and is awaiting an initiative permit. While environmental and technical aspects have been finalized, the overall timeline will depend on inter-ministerial harmonization. Rusli noted that approval from key ministries—including the Ministry of Industry and the Ministry of Finance—will be required before the regulation can be enacted.
From a compliance perspective, regulatory authorities have highlighted a significant implementation gap under the current framework. Government data indicate that, six years after the issuance of Regulation No. 75/2019, only 26 companies have successfully submitted their waste reduction roadmaps. The planned issuance of a Presidential Regulation by mid-2026 signals Indonesia's intention to move beyond a largely voluntary approach toward stricter enforcement, in support of its broader circular economy objectives.
