Malaysia is intensifying regulations on plastic waste imports and enforcing Post-Consumer Recycled (PCR) material certification to promote a circular economy in the industrial sector.
Since July 1, 2025, stricter rules on plastic waste imports have been in effect. The updated regulations are implemented through amendments to the Customs Act and a new permitting system managed by SIRIM, a government agency under the Ministry of Investment, Trade and Industry (MITI). Under the new framework, importers may bring in plastic waste only if approved by SIRIM and in compliance with the detailed conditions set out in the newly issued Guidelines for Importation and Inspection of Waste Plastic.
MITI explained that these measures are intended to ensure imported plastic waste meets high-quality standards suitable for reuse in manufacturing. The policy aims to reduce reliance on virgin raw materials, minimize waste sent to landfills, and support the development of domestic industries.
By tightening import controls, Malaysia seeks to build sustainable supply chains while balancing economic growth with environmental protection, advancing its broader national objectives of promoting circular economy and sustainable manufacturing practices.
